For the past week, the Congolese Army has been shelling command positions of the ruthless Uganda Allied Democratic Front Rebels and by Thursday more territories had been captured from rebels.
President Felix Tshisekedi Tshilombo has now flown to Uganda with an entourage of half dozen cabinet ministers and more than one hundred government officials representing different departments.
The Congolese leader arrives in Kampala with confidence as an action man that is taking on the Ugandan rebels. This will bolster his credibility and negotiations with Museveni that is likely to handover the remaining M23 rebels currently under the care of Uganda.
Uganda and DRCongo are holding an exclusive bilateral summit in Kampala for the next three days- the Congolese presidency has said.
High on the Agenda of this Bilateral Summit is the contentious cross-border Security issue. The ADF rebels have a dedicated agenda to overthrow the regime in Kampala and have for decades used DRC jungles as their recruitment and command base.
The file of the ex-rebels of the Movement of March 23 (M23), refugees in Uganda, is on the table for discussions.
According to the governor of Ituri province, Jean Bamanisa Saidi, the two countries will discuss the problem of repetitive arrests of defaulters on Lake Albert and Lake Edward both shared by the two countries. Both countries have each other’s nationals arrested on these water for crossing the boundaries while carrying out illegal fishing or smuggling.
On the economic front, the mixed commissions decide on the organization of cross-border trade between the two countries and the question of energy.
Ituri is strongly represented with more than fifty delegates, including more than twenty economic operators members of the Federation of Enterprises of Congo (FEC). The province of North Kivu is represented by a delegation led by its governor, Carly Nzazu Kasivita.
“Museveni and Tshisekedi are scheduled to sign a cooperation agreement to strengthen relations between the two countries,” Jean-Pierre Masala the chargé d’affaires said Saturday.
